Alan Gabriel Ludwig García Pérez was a Peruvian lawyer, sociologist and political leader who served as President of Peru in two nonconsecutive terms (1985–1990 and 2006–2011). A leading figure in the American Popular Revolutionary Alliance (APRA), he rose to prominence as the party’s secretary‑general and remains the only member of its banner to have reached the national executive, building his career from the 1978–1979 Constituent Assembly to party leadership.

García’s first term featured nationalist economic policies and a severe macroeconomic crisis: hyperinflation, rising external debt and financial isolation that destabilized the country. Those difficulties, together with accusations of corruption, caused intense political and social strain during the late 1980s.

After a period in exile during the 1990s, he returned to public life and was elected again in 2006 in what was described as an unexpected political comeback. In his second term, the country recorded significant economic growth and progress in poverty reduction, along with international trade agreements; however, controversies and allegations of irregularities continued to cloud his image.

García remains one of the most controversial and charismatic personalities in contemporary Peruvian politics, remembered both for his oratorical gifts and party career and for the crises and controversies that marked his career.
