Neil Roxburgh Balfour is a British merchant banker, financier and politician, known for serving as a Member of the European Parliament for the Yorkshire North constituency from 1979 to 1983. Educated at Oxford and qualified as a barrister, Balfour combined a career in finance with political activity for the Conservative Party, becoming known for his work on Community trade and budgetary policy.
In the European Parliament he focused on trade and criticism of state subsidies, advocating greater openness to free trade and, as the Conservative budget spokesman, took a strong line on the Community’s budgetary process and the United Kingdom’s budget rebate. At the same time he showed pragmatism in strategic decisions such as temporary payment freezes.
After leaving the Parliament he returned to banking and business: he served as an executive and chairman in financial groups and later engaged with the Polish market as a director and CEO of a construction company. His career combines international financial experience with European political participation during a period of wide debate over integration and economic policy.
