Zélia Maria Cardoso de Mello is a Brazilian economist.

Zélia was the first—and so far the only—woman to hold the position of Minister of Finance, sworn in on 15 March 1990 at the inauguration of Fernando Collor as President and left the ministry on 10 May 1991.

Zélia was the intellectual mentor of the Collor Plan (Plano Collor), adopted by then-president Collor; she appointed the economists Antônio Kandir and Ibrahim Eris.
