Heinrich Aloysius Maria Elisabeth Brüning was a Centre Party politician and academic who served as Chancellor of Germany during the critical phase of the Weimar Republic (1930–1932). Trained in political science and active in social and labor issues, he became known in the Reichstag as a financial expert, where he pushed fiscal reforms and advocated a model of “Christian democracy” and a social state.

Appointed chancellor at the outset of the Great Depression, Brüning implemented deflationary policies and austerity measures intended to balance the budget and reduce reliance on war reparations. Parliamentary rejection of his proposals led him to govern by emergency decrees, strengthening the presidential office and diminishing the Reichstag’s effectiveness.

Brüning’s economic measures worsened unemployment and hardship, contributing to his growing unpopularity and to political radicalization that benefited both communists and Nazis. Historians remain divided over his legacy: to some he was a belated defender of the republic; to others he was a facilitator of institutional decline.

After Hitler’s rise, he fled Germany and lived in the United States, where he taught at Harvard; he returned briefly to Germany in the 1950s before resettling in the U.S.
