About

James Claude “Jim” Wright Jr. was an American politician of the Democratic Party who served as the 48th Speaker of the United States House of Representatives from 1987 to 1989. He represented Texas’s 12th district from 1955 to 1989, building a long career in the House and rising to leadership positions, including Majority Leader in 1976.

A Second World War veteran of the Army Air Forces, Wright also gained prominence for his legislative work on important committees, especially the Public Works committee. On racial issues he distinguished himself among Southern congressmen by refusing to sign the Southern Manifesto and by voting in favor of several civil rights measures, although he opposed the Civil Rights Act of 1964; later he supported establishing the holiday honoring Martin Luther King Jr. and, as Speaker, led the effort to override the presidential veto of the Civil Rights Restoration Act of 1987.

Wright’s career ended with his resignation in 1989 amid an Ethics Committee investigation into payments received by him and his wife. After Congress he taught at Texas Christian University. His public career was marked by parliamentary leadership, his positions on infrastructure policy, and the controversies that ended his tenure.
