Kenneth Winston Starr was an American lawyer and jurist whose name became associated with one of the most controversial legal and political episodes of the 1990s. As independent counsel, he led the investigation known as Whitewater and authored the Starr Report, the document that formed the basis for the impeachment proceedings against President Bill Clinton by alleging perjury related to the Monica Lewinsky matter. That role placed Starr at the center of public debate about ethics, executive power, and the limits of criminal process against heads of state.

Earlier, Starr built a career in public service: he served as a judge on the United States Court of Appeals for the District of Columbia Circuit (1983–1989) and as Solicitor General of the United States (1989–1993) in the administration of George H. W. Bush. He also worked in academia, serving as dean of the Pepperdine University School of Law and later as president and chancellor of Baylor University, posts that ended amid investigations into the handling of sexual‑abuse complaints on campus.

Beyond his visibility in high‑profile cases, Starr was a prominent conservative lawyer and an influential figure in debates over the role of law in American politics, remembered both for institutional accomplishments and for the controversies that marked his career.
