Michael Pertschuk

About

Michael Pertschuk was a lawyer and an influential advocate for consumer protection and public health in the United States. As a senior Senate staffer—serving as chief counsel and staff director of the Commerce Committee from 1965 to 1976—he helped draft key legislation: he contributed to the requirement for warning labels on cigarette packages, the ban on cigarette advertising on radio and television, and the creation of vehicle safety standards. He was also involved in the passage of the Consumer Product Safety Act and the Magnuson–Moss Warranty Act, landmarks in product regulation and warranties.

Appointed by President Jimmy Carter, Pertschuk chaired the Federal Trade Commission from 1977 to 1981 and remained a commissioner until 1984, a period in which he sought to expand the agency’s powers in defense of consumers. After leaving the FTC, he focused on institutional activism: he co-founded the Advocacy Institute and established centers to support the anti‑tobacco movement, developing tools for international coordination in tobacco control.

The author of works on civic movements and regulation, Pertschuk left a legacy as a public policy maker and strategist for safer consumption. His papers, preserved in the Library of Congress, document decades of advocacy for public health and consumer rights.
