About
Samuel Flores Borrego, known as “El Metro 3,” was a prominent capo in the Gulf Cartel in northeastern Mexico. A former state judicial police officer, he joined the cartel’s structure and became one of Jorge Eduardo Costilla Sánchez’s principal lieutenants, taking control of strategic strongholds such as Miguel Alemán and, above all, Reynosa after the death of Héctor Sauceda Gamboa.
Flores Borrego is identified by authorities as a central figure in the split between the Gulf Cartel and the dissident group Los Zetas. In 2010, an execution he ordered of a Zetas leader precipitated the escalation of violence that turned the dissidence into an open war, with intense clashes in Tamaulipas and neighboring states.
In March 2010 he was sanctioned by the U.S. government under the Kingpin Act, a measure aimed at freezing assets and restricting transactions linked to drug trafficking. On September 2, 2011, he was found dead in brutal circumstances on the outskirts of Reynosa; official reports indicate he was executed by members of the cartel itself amid internal disputes.
His assassination deepened internal divisions within the Gulf Cartel and triggered a new wave of violence and reshuffling of leadership in the region, leaving a legacy of instability in trafficking routes and criminal dynamics across northeastern Mexico.
