Every chart without a birth time is calculated for noon and should not display the astrological houses, which means it cannot count on the terrestrial zodiac.
Even without the houses (and therefore without the ascendant and the midheaven), such charts are useful for seeing the planets in the signs and the aspects between them.
The exception is the Moon: because of its speed, its degree varies a great deal with the time of birth, often to the point of changing sign, so it should be read with caution.
